The systematic abuse of women and children by those in positions of power is not an aberration - it is, the evidence suggests, a structural feature of establishment culture. From the corridors of Westminster to the institutions of the Church, from elite schools to media empires, patterns of exploitation have persisted across egenrations, shielded by defense, silence, and the psychology of complicity. 

Why do instituions protect perpetrators rather than victims? What unconscious mechanisms - denial, idealisation, the foreclosure of shame - allow such violations to be known yet not known? Drawing on psychoanalytic thinking about power, perversion, and the group mind, this paper interrogates the conditons that have made such enduring institutional failure not only possible but, in a deeply troubling sense, predictable.
