  has not been a time in many decades when a book a
 bout ending wars was more timely. People across th
 e world are rightly terrified that the rules-based
  international order that brought a degree of peac
 e is rapidly dissolving\, and that we are descendi
 ng into international antagonism\, with a mixture 
 of authoritarian governments and failing states—th
 e result being unending war and chaos. This new mu
 lti-author volume\, co-published by The Concord Fo
 undation and ARTIS (Europe) Ltd in collaboration w
 ith the New England Journal of Public Policy\, add
 resses these existential dangers.</p>\n \n <p>Why 
 do we have wars? They arise because human beings h
 ave differing and often conflicting interests and 
 desires\, both within themselves and between each 
 other. When some decide to impose their will on ot
 hers\, and those others resist\, conflict emerges.
  If violence is used and resisted in turn\, this c
 an escalate into war. Throughout history\, this is
  how most groups have conducted their relationship
 s.</p>\n \n <p>Until 1945\, the limits of our dest
 ructive capacity meant that\, despite devastation 
 and loss of life\, humanity and the world could re
 cover. Since the development of the nuclear bomb\,
  there can be no such reassurance. For a time\, th
 e limited number of nuclear states and awareness o
 f the consequences of nuclear war created a degree
  of restraint\, supported by proxy conflicts\, glo
 bal institutions\, and international law.</p>\n \n
  <p>Today\, those restraints are dissolving. At th
 e same time\, human activity is damaging the natur
 al world’s capacity for repair. We now face the pr
 ospect of both nuclear catastrophe and environment
 al collapse\, with only limited evidence that huma
 nity is taking either threat seriously. We are liv
 ing through one of the most dangerous periods in h
 uman history. What is to be done?</p>\n \n <hr />\
